        In response to the national guidelines of the MoH to implement Community-Based Health Insurance in Cambodia which is one of the key components of the Health Financing Strategy of the government, the Reproductive and Child Health Alliance (RACHA), an NGO primarily funded by USAID, launched its Community-Based Health Insurance (CBHI) pilot project in Tasah, Pursat Province in August 2006. The assessment conducted six months after its implementation showed some positive results. The project in its tender phase has sprouted some promising impression. Actual records from the HC disclosed that adult CBHI members constitute 20% of the total clients served by Tasas HC in terms of OPD consultations and check-up. Children with CBHI coverage comprise 15% of the total pediatric OPD consultation.

        The Reproductive and Child Health Alliance (RACHA), in response to the national guidelines to implement Community-Based Health Insurance (CBHI) in Cambodia, piloted a social health insurance project in Pursat Province with the aim of working towards poverty alleviation through reducing out-of-pocket health expenditures and improving access to quality health services.

        The Neonatal Resuscitation Program conducted in Cambodia was limited to a basic curriculum which excludes chest compression, intubation and medications.  The country-wide Neonatal Resuscitation Skills Training Program covered only the following topics: 1. Overview and Principles of Resuscitation, Lesson 2. Initial Steps in Resuscitation, and 3. Use of Resuscitation Bag and Mask. The reference material used was the Neonatal Resuscitation Textbook published by the American Academy of Pediatrics and American Heart Association in 2000.

        This study projected costs of scaling up government health services to achieve improved health status of the poor and undeserved segments of the Cambodia population.  

Three main types of interventions were explored: two alternative interventions for improving the quality of health services, three interventions that improve access to services by the poor, and twelve that target health problems that burden the poor relatively more.

Total and marginal unit costs per capita were estimated by reviewing existing studies of interventions in Cambodia and in other countries with similar health and socioeconomic environments.  Where it was relevant, previous efforts to cost interventions and programs were reviewed in detail and some data extrapolated from these.
