        Female sex workers (SWs) usually become infected with HIV from infected male clients who do not use condoms with them when having sex. Once infected with HIV, sex workers may then transmit the virus to other male clients, who may infect their wives, girlfriends or other sex workers. This is directly due to low levels of condom use in commercial sex.
In an effort to reduce the spread of HIV, many countries have tried to increase condom use in commercial sex. Most interventions have focused on educating SWs and providing condom supplies. These efforts have included community education campaigns and the provision of STI treatment.

        the baseline survey was conducted to allow for the evaluation of the effects of Participatory Learning Action (PLA) activities at the end of the project. An evaluation survey will be conducted in March 2000, and it is expected that the results will provide a good understanding of the appropriateness, successes and failures of PLA techniques.

        The purpose of this survey was to determine the availability of both PSI's "Number One" brand of condoms and other condoms, and STI drugs in various commercial outlets in the urban centers of the following provinces:
• Phnom Penh (Municipality)
• Kampong Cham
• Kandal
In addition, the survey was designed to collect information on the wholesale and retail prices of condoms, retail prices of STI drugs, age of condom purchasers and the percentage of women buyers.

        The current HIV/AIDS epidemic in Cambodia is one of the most serious situations in Asia.  Since the detection of the first case of HIV infection in 1991, the disease has spread very rapidly throughout the country, as witnessed by the very high rates of HIV infection observed in many groups of population, even in groups at low risk such as pregnant women.

The main mode of HIV transmission in Cambodia is heterosexual contact between sex workers and their clients who further spread the disease to housewives and the newborn.

Although many interventions are implemented to prevent heterosexual transmission of HIV in Cambodia, the rapid spread still continues to increase. The effective control of HIV seems to rely on the prevention of HIV spreading between sex workers and their clients. Thus it is recommended that the policy to promote 100% condom use in sex establishments should be
considered for implementation in Cambodia. It is feasible to conduct the 100% condom-use project in one province of Cambodia, the results of which can be use for nationwide expansion of the policy.
